The existence of beggars in Banda Aceh is one phenomenon that recently became a social problem and has lasted a long time and a negative impact on regional development. Many beggars have come from various region to this city and which is finally becoming a central activity of begging. Althought the goverment has taken various patterns of counter measures, those have effectively not worked.
