Abstract
The implementation of halal principles in the food industry is an important aspect in realizing sharia compliance, especially in Aceh as a region that formally applies Islamic law. This study aims to analyze the implementation of halal certification policies by LPPOM MPU Aceh towards Slaughterhouses (RPH) in Aceh, and to assess the extent to which these policies reflect the principles of sharia compliance. The method used is a qualitative approach with data collection techniques in the form of in-depth interviews, observations, and documentation studies. The theory applied is George Edward III’s implementation theory, which consists of four indicators: communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of halal certification policies by LPPOM MPU Aceh towards Slaughterhouses (RPH) has a strong legal basis through Aceh Qanun Number 8 of 2016, but its implementation is not optimal and equitable, because there are still slaughterhouses that have not been halal certified and have not fully implemented halal and thayyib standards according to sharia. The level of sharia compliance is influenced by the commitment of managers, facilities, and understanding of muamalah fiqh. Certified slaughterhouses tend to demonstrate better sharia compliance than those that are not certified, so halal certification needs to be understood not merely as an administrative formality, but as a concrete implementation of Islamic sharia values in business practices.
