Abstract

Bullying is a form of violence against children that remains a serious challenge in Banda Aceh. The high number of cases of violence against children calls for the involvement of various Stakeholders in efforts to prevent and address Bullying in educational settings. This study aims to analyze Stakeholder involvement and patterns of coordination among Stakeholders in addressing Bullying in Banda Aceh based on the implementation of Banda Aceh City Qanun No. 2 of 2021 on Child-Friendly Cities. The study employed a qualitative method using a case study approach. Data were collected through semi-structured interviews, non-participant observation, and a review of documents from various agencies involved in child protection. Analysis was conducted using Stakeholder Theory and the Power-Interest Grid model to identify the positions, influence, and interests of each actor. The results indicate that there are 24 Stakeholders involved in addressing Bullying in Banda Aceh City, comprising government officials, law enforcement agencies, non- governmental organizations, the media, and higher education institutions. The most dominant Stakeholder categories are “player” Stakeholders and “Context Setters” Stakeholders, which have a significant influence on policy implementation. Although Banda Aceh City Qanun No. 2 of 2021 has provided a fairly robust policy framework, its implementation still faces various obstacles, including fragmented coordination, rigid bureaucracy, and differing perceptions among institutions about Bullying, particularly verbal Bullying, which is still often viewed as a form of banter. This study concludes that effectively addressing Bullying requires strengthening cross-sectoral collaboration, integrating coordination systems among Stakeholders, and aligning perceptions regarding all forms of Bullying as a serious threat to child protection in Banda Aceh City.
