Abstract

The construction of the 65 km Jantho-Lamno road that cuts through the Ulu Masen protected forest area aims to improve connectivity and the regional economy. However, this project has triggered forest encroachment, ecosystem damage, and increased flood risk due to the loss of soil absorption and disruption of water flow. This study aims to analyze the legal protection of the protected forest area in the review of the milk al-daulah concept. The method used is an empirical legal approach, with data collection through interviews, observations, and documentation. Informants consisted of employees of the Aceh Environment and Forestry Service (DLHK) and other related parties. Secondary data were obtained from laws and regulations, books, journals, and official documents. The study shows that laws such as Law No. 41 of 1999 concerning Forestry and Law No. 18 of 2013 concerning Prevention and Eradication of Forest Destruction have regulated the protection of forest areas. However, there is no adequate supervision causing forests to be converted for illegal plantations. Through the cultivation of MPTS plants and Trigona bees, DLHK helps people socialize, facilitates social forestry permits, and builds KUPS. According to the Islamic perspective, protected forests are state assets, or milk al-daulah, which must be managed for the public good. This principle emphasizes that everyone must be responsible for each other to maintain environmental sustainability and sustainable use of natural resources. Protecting forest areas on the Jantho-Lamno road requires collaboration between national law and Islamic principles in managing public assets. To ensure environmental sustainability, supervision and community empowerment based on law and religious principles are needed.
