Abstract
Sexual abuse against children is one of the most serious forms of crime, considering the psychological and social impacts it causes. Children who become victims of sexual violence, especially by close individuals such as stepfathers, experience deep trauma that can affect their growth and development throughout their lives. Sexual abuse within the family is categorized as a hidden crime because victims often fear reporting due to emotional pressure, threats, or feelings of shame. This phenomenon also occurs in various regions of Indonesia, including South Aceh. Data from the South Aceh Police (Polres Aceh Selatan) show an increase in reports of sexual violence against children, with several cases involving the stepfather as the perpetrator. This indicates that the home, which should be the safest place for a child, can instead become the site of such crimes. Handling cases of child sexual abuse, particularly those involving close family members, faces many challenges, ranging from the difficulty of obtaining evidence, social pressures, to the lengthy and exhausting legal processes for the victims. This study aims to analyze the handling of child sexual abuse cases committed by stepfathers by the South Aceh Police, strategies for combating such crimes, and the forms of legal protection provided to child victims. This research uses a qualitative approach with descriptive methods. Data were obtained through interviews, documentation, and relevant literature studies. The results show that law enforcement by the South Aceh Police is carried out firmly, prioritizing child-friendly approaches. However, challenges remain, particularly in the psychological recovery of victims and the active role of the community in prevention efforts. Therefore, synergy between law enforcement officers, local government, and child protection agencies is needed to provide comprehensive protection for victims.
