Abstract

In the past two decades, there has been a great deal
of interest around the world in the concept of decentralization.
This is especially true in the developing countries.
One of the reasons behind this is that many countries
are looking for more effective methods to tackle
the many administrative problems associated with the
quality of public service delivery. According to Caldwell,
the concept of decentralization is closely associated
with the effectiveness and efficiency of service delivery
in many aspects of governmental affairs.
