Piracy of copyright through unauthorized copying and sale of books has a significant negative impact on authors, publishers, the economy, and results in tax losses for the government. Advances in digital technology have worsened piracy practices and added complexity to law enforcement, such as books that are photocopied, to books that are made into e-books without the author's permission. This study aims to examine the role of the Ministry of Law and Human Rights (Kemenkumham) in handling book piracy and copyright infringement in Aceh Besar, specifically related to the sale of books that do not provide royalties in accordance with Law Number 28 of 2014 concerning Copyright. With an empirical legal approach and juridical empirical method, this study combines a study of legal regulations with primary data from observations and interviews. The formulation of the problem studied includes the role of Kemenkumham in overcoming the sale of books without royalties and the impact of lack of action against such violations. This study found that authors whose works are infringed upon suffer significant material losses, copyright infringement can cause authors to lose income that they should receive from their works. Furthermore, there are several obstacles in the implementation of Law Number 28 of 2014 concerning Copyright, especially in terms of effective law enforcement against the sale of books that do not provide royalties to authors. One of the main obstacles is that such cases can only be processed by Kemenkumham if there is a complaint from the copyright holder or author.
