Public services are one of the main functions of government bureaucracy in meeting community needs. The implementation of bureaucratic policies in public services has a strategic role in determining the quality of services received by the public. This research aims to analyze the factors that influence the successful implementation of bureaucratic policies, including aspects of organizational structure, human resource capacity, organizational culture, as well as policy monitoring and evaluation. Using a qualitative approach, data is obtained from legal research which combines normative and empirical legal research and also observations of various government agencies that provide public services and this research is also included in the category of normative juridial research approach. The main obstacles in implementing policies include bureaucracy that is too complicated, lack of competence of the apparatus, and lack of innovation in services and also is it in accordance with the road map policy of the Banda Aceh mayor's regulation number 43 of 2021 concerning the road map for bureaucratic reform of the Banda Aceh city government in 2020-2024. This research suggests the need for bureauratic reform that is oriented towards efficiency, transparency and accountability in order to improve the quality of public services. Thus, optimal implementation of bureaucratic policies can increase community satisfaction and support sustainable development.
